Candidates must be either Scheduled Tribe or Scheduled Caste (including Other Scheduled Tribes and SC) of Meghalaya, holding a valid certificate issued by the competent authority in the state or a permanent resident of Meghalaya possessing a Permanent Resident Certificate (PRC) issued in accordance with Government of Meghalaya Political Department Letter No. POL.97/74/174 dated 10th July 1983
